little fun fact: It actually IS possible to get the Red Brick in story mode but it is really REALLY hard, like with some luck, you have to quick and precise, pushing the boat with the character, in the right directions very quick
For minikit 10 I was able to get up there by double jumping off the gears, so yeah another level you can cheese without having to wait to unlock Joker.

Have you tried restarting your system and reloading the level? Often a simple restart will correct loading bugs/glitches like it seems you found. Are you sure that is the one you are missing and you didn't already collect it in STORY? Hopefully a restart will resolve for ya if you didn't already grab it!
