Louboutins are high end stilettos that are famous for having red soles. She needed them to complete the outfit but she doesn’t own them. However her friend has some knock off, but without the red soles. So this lady decides to paint them red with nail polish, but they didn’t dry all the way and when she put them on the ground they got stuck to the floor.

Unlike in French and English (louboutins) the name of these shoes in Russian is often misspelled and/or simplified to Labuteny (lah-boo-te-ny). They sing "na labutenakh" (na lah-boo-te-nakh), meaning "on Louboutins", the whole line says, "On Louboutins and in stunning pants". The meaning of the whole situation is, the girl pretends to be glamorous, successful and intellectual (an artist) to make the wealthy guy get interested and go out with him. However, she has no rich dad and no rented apartment (like she's telling the guy) and still lives with her mom in a simple, non-elite apartment. But catching a successful guy is her rare chance to make her way up to the rich life, that's the reason she cares so much of her looks and the whole situation.

FYI, “Louboutin” is pronounced “loo boo tan” (but the nasal final N, since it’s French). I don’t speak Russian, but I assume the “-a” at the end of it is a grammatical suffix or similar. (That is, it sounds like they’re saying “Louboutina”, so maybe it’s simply the plural? Like how in English we might say “I’m putting on my Louboutins”.)

Here's a story wich might cleare some of your questions. The band Leningrad was founded in the late 90s by Sergei Shnurov in Saint Petersburg (which name was Leningrad till 1991). They never had extra popularity like today, but that time almost everyone knew them becaus of ska tunes and obscene lyrics which was realy inappropriate that time. In the middle of 2000's Sergey had some problemes with his health and alcohol so the Leningrad have had disapeared for a while. After that Sergey invited women-singers, have made a cople of geate music videos (such as "Sumka"). The lead singer was Alisa Vox, but unfortunately most people didn't actualy new Leningrad's resent tracks. After The Exhibit video was releasd it became viral because of precisely real story told in the video. By the way people for some reason smoothly became more tolerant to obscene words. And after this Alisa said something like "hell yeh i'm the one who brougt back the fame to this band, you are helpless whithout me". And Sergey was like "Come on, i can pick litteraly any girl and make her a star and you fuck off". After this Sergey invited two more girls (Florida from Uno video was one of them) nobody knew who they are. And Alisa left. The Leningrad became even more popular. The Voyage and more others were filmed after that happend. And now no one knows where Alisa is and what is she doing.

Unfortunately it is not obvious from English translation of the words, but in the very beginning it's evident that she even doesn't know hoe to spell 'pastel' tones properly :) Because she is not an artist at all :) But it is difficult to translate, it is play of words in Russian. She tells him that she is a artist, she left her rich father, but she is just a girl living with her mother in a rather poor flat :) And after that she does everything she can to fit that image (she cannot do that, but in the next video she is pregnant, so we can guess that she succeeded with that guy).
