D does not state "likely to implement". Why is it correct then?

(D) would mean that voters aren't informed about *any* of the policies, including those that the candidates are likely to implement. Does that make sense? Let's say there are 10 policies, and 5 of them are likely to be implemented. Because (D) means the voters are informed about zero out of 10, there's no way they'd be informed about the 5 that are likely to be implemented.
