No, it is unreleased as it has only been uploaded to Slippy’s secret SoundCloud and his RU-vid without publication of this being an official release or remix. We consider anything that does *not* possess publication (as in not eligible/licensed for purchase or streaming) to be considered unreleased; regardless if it’s a full & complete song or a short & unfinished skit.
