Blackadder is facetiously using this event to demonstrate the speed at which death by execution will happen if their deception is discovered, because politically, an act of Treason is rarely judged slowly or with any amount of deliberation. It is a jab both at political realities in British government and political realities in the military, because General Melchett could not allow it to be known that he had fallen in love with a man, albeit one who dressed in drag.

He is saying chipmunk, he stopped because the crowd starting to laugh so he stopped in between. Rowan is a genius , he waited for the laughs to die and then said "Chipmunk" without killing the effect. GENIUS.

@@nimishagupta8548 Blackadder wasn't a stage show, it was a television series. So, the laughs weren't real. They were added later, although the script would still include the pause.
