Chloe literally could've said she got the money from a part-time job. That would also explain why she's been coming home late recently. Wouldn't that have been a better idea than..yknow...blatantly saying you stole it or shrugging it off?
With Mr. Paranoid as her future stepdad, she knew David could easily check whether or not she's lying and he'd tell Joyce so as to make her aware of her expelled daughter's whereabouts. Plus, if she did get such a job, she would've told her mom or gotten more responsible so as to not come home smelling like beer and drugs. Regardless of what you choose, Chloe is doomed by the fact her preceding actions alone or with Rachel put her in a bad light.

The best decision I made was pay off Frank and stay in the room while Drew was getting beat up and then give Drew the 10 grand I was supposed to pay him. So with that even if you go empty-handed on Frank it's cool. Yeah the engagement ring gets sold but it's just a material. Memories are more important that a shining ring with a diamond.
