You can measure a survivor's true worth, as there are no longer any crutch perks to save anyone's butt from a chase. No sprint burst, no lithe, no windows of opportunity, no balanced landing, nothing. Just map awareness and looping skills. The problem of perks, is that survivors are getting bad playstyle habits over using the same builds. Ofc, same thing applies to killers.

Yep, although it's very difficult to perform well with all of them, it requires a lot of time
