So, I'm guessing what's supposed to happen is the explosion of the cigarette explodes the person towards Joryu and then Joryu kicks them away as a finisher, nice

That's clearly Taichi Suzuki, as we see him with that exact haircut in Infinite Wealth. He stole Kiryu's suit and Ichiban's bat, then got hold of Firefly smokes.

I can see what they were going for with this heat action. Kiryu, not liking the cigarette brand, throws it away in placid disgust. The thugs know that you can be fined for smoking in public, so they instinctively try to dodge it. Then Kiryu does a kick to readjust his pants because they're in an uncomfortable position. I understand why RGG decided to cut this heat action, the whole scenario makes it looks like Kiryu doesn't know he's fighting someone!
