since young thug was not caught actually doing a crime they are trying to rope him in under the RICO. If u in a gang or mob it's easy to connect the dots in this case they HAVE to establish the gang otherwise u r punishing 1 friend over the actions of another friend however if it's a gang their are leaders who call shots to further their criminal enterprise so anything done by that gang is a crime and everybody in it could fall
