The bar conditions and USCG restrictions are not primarily based on the wind forecast or conditions unless high and on same vector as swell. The ocean swell (the size of the swell not the chop on the swell) was visibly increasing during your video. If it was a large ebb that could cause breaking rollers in the jaws of the jetties, Northwest bar crossings kill too many each year.

Thanks Anthony! I'm not familiar with Lund boats and I can't really in good conscience answer, but if you are an extremely capable boat operator experienced in the ocean, probably. Best way to find out is to start fishing the inside jetties for a while and then poke your nose out on a good day in the Summer and see how it feels. Just remember that VHF radio, worn PFD, good electronics (GPS/Fishfinder) and anchor with plenty of rode are pretty much necessities. It's very possible to get into trouble out there no matter what craft you're in. It's definitely not the size of the boat that matters, it's the quality of the judgement and experience of the skipper...
