It might just be me, But from the looks of this, they have done more environmental damage in however long this took, then us 4 wheel drivers have in 20 years? They might claim its a "fire trail" but what logic is it to block off a fire trail with boulders?
if this was flattened because the fire tenders didnt/couldnt get access to the track how the hell are they gunna traverse the track now in that condition?? all it would take is 1 decent rainfall and it'll become a mudpile in no time (meaning almost no-one will get up that trail) and with the blocks placed at the end of the trail does this mean the track is closed permanently??
