Are you suggesting getting a description of the perpetrators? We used to get that information, until people started saying that was being racist. I would agree with you though!
It will never happen as in our state they are sold on the reservations and the local communities have no jurisdiction. So sick of the few rotten apples in the box that ruin it for 99% of the people.
