It may make sense , to you , but I've found that the opposite is true , the one that was wronged is usually the more outspoken , while the aggressor keeps quiet , as to avoid his words being used against him , or maybe slipping up with his words , inconsistant perhaps .

Fishy how? The dude complied 100%, didn't instigate the fight, and didn't even press charges (when he 100% would have been right to do so). For all you know the younger brother has mental health issues and untreated anger management problems and the other brother and mom just deal with it out of family loyalty. It's obvious from the way mom and brother reacted to all this that this isn't an unusual occurrence.
