Here is my updated highlight and root smudge- Lived in balayage tutorial! I used Wella lightener mixed with 20 volume 08N + 07NW shadeEQ for the root smudge 09M +08N shadeEQ for my all over toner

No, absolutely not. You can get several levels of lift from color and developer. High lift colors also exist and they are much stronger and lift a lot more. However, if you have very dark hair and want to go blonde usually bleach is actually the way to go or if you have colored hair and want to go a lot lighter.
