I remember working for a web studio in the early days of Blair. We dealt mainly with small start-ups and were partly funded by charities. In reality we were swamped with demands for websites and all the hardware and software required to maintain them by local (and not so local) quangos. The whole lot of them were basically the "do you know who I am" types, taking us for everything they could get, often taking more than the pittance they paid, while threatening to have our funding investigated if we complained. I've despised them ever since.
