Cause driving over a pile really doesn't matter with a plow, repeatedly driving over small amounts is much worse. The top few mm's or cm's might pack but the bottom will be much less packed and easily scraped off, then the harder top layer will tumble and break up. You can actually move more snow doing this strategically.
