I've heard lobelia can help with depression. Is that true?

I haven’t heard that. However if the depression was related to asymmetrical whiplash I could see that.

will it have any contraindications for someone taking diabetes, blood pressure and antidepressant medications?

This should be better for you (with blood pressure) than tobacco. No issues with diabetes or antidepressants that I am aware of from reviewing scientific literature or from an herbalist’s perspective. It would be really good for you to get off of tobacco/nicotine if you have those conditions. Good luck!
