Technically it's not her office, it's one of the corridors within LC. You can tell mainly by the shape of the room, but mainly because on the left is a Containment Unit for an Abnormality. This scene takes place during your manager work.

This scene is actually odd, because in the final Day 50 cutscene and LoR where the Filter doesn't exist Angela's skin is white, not pale. Also the art style of this one was distinctly different from the usual art style even without the perception filter.
Well I'm guessing it was a bit of an oversight. All they wanted to do with this image was reinforce the fact that nearly you saw up until this cutscene was disconnected from reality.
@@supe4701 might also be due to the cognition filter breaking and not being disabled If it was a simple bug of sorts it makes sense why it would show something else

considering library of ruina doesn't have a filter, it's odd that angela's skin isn't white still though i guess LoR would lose some of it's charm if everyone had realistic skin tones

Even the dark skinned characters like the guys from the Stray Dogs have shades of brown that are rather dull and lifeless (interestingly, King of Greed's skin color in much more lively, being chocolate-like instead of grayish-brown). It's probably made to make the characters looks sickly like you said, and show that the population is indeed ill, as Carmen said. Interestingly, the more hopeful and cheery Wonderlab comic have characters with more lively skin-tones, most of them bearing pinkish skin. Though it might be because MIMI prefers it that way.
It was mainly done that way to portray style rather than realism, making the characters match their in combat sprites is easier if you use simple colors vs using realistic shading like angela in this image.
