ANS.- Village and district level government is called local government. The local government solves the problems of the comman citizen and decide their everyday life. This vibrent and strong local governance ensures active participation and objective accountability.And it is for this reason that power building of local institutions has shifted from the initial phase of function, functionaries and funds to the contemporary phase of functionalism. Keeping in view the requirments of local gov. 73rd and 74th constitutional amendments were made. 73rd constitutional amendment was for rural self governance and 74th amendment was for urban self governance. By which they were given constitutional status. We find the development of local gov. in the form of 'assembly' in ancient india. After some time they took the form of 'PANCHYAT'. With changing times, the role and function of panchayat also changed. In modern time, elected bodies of local gov. came into existence after 1882. At that time the viceroy of india was LORD RIPPAN. At that time it was called mukami board. Two acts were passed by the british gov. on the demands of the indian national congress. that was government of india act 1919 and 1935. It was also said by gandhi during the days of indian freedom struggle that there should be decentralization of economic and political power. That's why when the constitution was amde, the local gov. subject was handed over to the states. It is also discussed in the DPSP. At present there have been some challanges before the local governments. exp- (1)- The funds given to the local self gov. are not sufficient for their needs. (2)- The use of panchyat and muncipalities has probably not been possible. (3)- Public participation in these is low. (4)- excessive transfer of states. (5)- there appears to be a lack of interest in local self government by the sates. In this way, the local government has been some successful and some unsuccessful in the past years.

Local government is key feature of democratic nation. Presence of local government signify strength of democratic nation. Local government is more aware from the problems of local people and they easily solve their problems. People's participation in decision making is also seen as in case of rural local government. After 73rd and 74th amendment act in 1992 local government become constitutional bodies which come into force in 1993.In that state have authority to give power to local government. 73rd amendment related to ruler Government and 74th amendment related to urban government. After this provision following challenges are faced by the local institution in terms of their functionality in recent times. (1) state have excessive control over the local government. (2) local government are totally dependent on state and centre for financial support for the development of their areas. (3) Unplanned urbanization also create problem. (4) also especially in urban areas mostly people not so participation or cast vote during election. (5) administrative machinery also is not in the hand of local government.

It is believed that local knowledge and local interest are essential ingredients for democratic decision making. Local-level government is also necessary for efficient and people-friendly administration.

"स्थानीय सरकार कि अवधारणा"- * लोकतंत्र का सही अर्थ हैं कि सार्थक या सक्रिय भागीदारी और उद्देश्यपूर्ण जबबदेही को सुनिचित् करना हैं| *सरल शब्दो मे गाव और जिला स्तर के शासन को ही स्थानीय शासन कहते हैं इसकी विशेषता है कि यह देश कि आम नागरिको कि सबसे करीब होती हैं और इसी कारण उनकी समस्या का समाधान बहुत तेजी से तथा कम खर्चो मे हो जाता हैं " भारत मे स्थानिय शासन का विकास " भारत के voiceroy, Lord rippon ने स्थानीय सरकारी निकाय के गठन किये| बहुत सारे प्रयासो के बाद अंतः वर्ष 1992 मे संसद द्वारा 73rd और 74th संबेधनिक संसोधन पारित हुआ l * भारत मे स्थानीय सरकारो की समस्याएं* 1 स्थानीय सरकार को दिया गया धन जरूरतो को पुरा नही कर पाता हैंl बहुर बार राज्य सरकार ,स्थानीय सरकार की कामो मे रुचि के कमी के कारण भी परेसानी हुई हैं l 2 भारत मे कुल सर्वजनिक व्यय का केवल 7 percent ही स्थानीय सरकार पर खर्च होती हैंl 3 अगर दूसरे देश की तुलना करे तो. (यूरोप मे 24 ,America मे 27 और डेनमार्क मे 42 percent) स्थानीय सरकारो पर खर्च होती हैं l * सुधार हेतु कुछ उपाय* 1 लोगो को उचित शिछा देनी चाहिए, 2 स्थानीय सरकारो के लिए बजट का प्रावधान होनी चाहिये , 3 पंचायत की कामकाज के लिये कुशल कर्मचारी, 4 महिलाओं को मानसिक रूप से सस्क्त बनाये जिससे निर्णय लेने के लिये वो आत्म निर्भर रहे l ..............
