As for stealth, the F-22 is not meant to be completely invisible. It is designed to evade radar, which means it will be detected at very close range but wont provide enough signature for an accurate target lock. As for low frequency radar, Iraq had that courtesy of Russia during the first gulf war. It didn't detect the f117.
The F-15 was based on the Mig. However they built the f-15 to be superior to the Mig-25 based on an inaccurate depiction of the mig-25's capability. US intelligence believed the MIG-25 to be a long range interceptor. In reality it is a very short range interceptor that can only maintain mach 3 for a few minutes. The f-15 is slower than the 25 but in a head to head combat mission without AWAC assistance these two aircraft would be equal. The only thing the f-15 does better is Air to ground.

There is no move. The F-22 was never even seen by any F-15 pilots. They were frustrated and just died. Same with the Germans. They said and I quote. "We could not even get within 20 miles of an F-22 Raptor without being shot down. Only time they did just ok, was when they put radar equipment on the F-22 so it can be seen on radar. There was only 1 kill from EU on a raptor. That was WVR. At BVR Raptor is unseen and you all just die. Truth!!!
Yeah, well, history showed us about 100:1 kill ratio (or was it 200:1?) by Israeli pilots versus Syrian adversaries. A Syrian MiG-29 can't even shoot down an Israeli UAV, lol!
