Here's where the plot falls apart as Jorg kills the parents for no reason, then doesn't kill the children for no reason. Also given the number of people Lord Leon killed during his rampages he's even more villainous that Jorg.
Jorg killed the parents so they wouldn't try to take the company back, and he crippled the children because maiming is worse than death. Plus, he merely crippled Leon since he bit him in the arm. Also, Jorg implies in the first episode that he tramples hundreds of thousands of locals on the lands he owns.

The whole point that Jorg was doing was to terrify the kids, so that they would be too scared to go to the cops as adults. "And Leon kills thousands onscreen. What is your point?" It's that Leon has reason behind his actions and Jorg does it without justification and indiscriminately. In other words, Jorg is the greater evil, especially as he was the one who created Leon and is equally responsible for allowing his own employees die, but then he is only concerned for them, because Leon is disrupting his operations to make money.
