The reason why Loki or Sylvie would not do the mind control to fix the loom is because it has risk of death and they are good people or at least the protagonists of the show so they wouldn't do something that would risk someone else's life without their consent

You know we have so far seen three of Kang's variant die or gone so far. He who remains in Loki s1e6, Kang in Antman and the wasp quantumania and Victor in Loki s2e4. I think Marvel is trying to setup the base for Kangs, is that there are infinitely more of him out there and everything that is happening because he is planning things that way. That is what will make him more dangerous villain than Thanos.

Victor was mainly there to guide Renslayer. If she were there at the TVA she would've been died along with them. For now she is pruned and in the void. Also I am guessing that all of the things at TVA got reset. As He who remain explained in Loki s01e06 that there's going to be a new multiversal war and similarly will end up creating a new TVA.
