I don't know when this was filmed but recently there was an issue with a transformer meaning the service from Woolwich Arsenal to Bank was routed to terminate at Mudchute. So it's either that or one of those odd services which usually happen later in the evening/night.

My guess is because the Northern Line is closed between Bank and London Bridge people get the DLR from Bank instead of the Northern Line to London Bridge, then Jubilee Line
