It has to do with tori being able to keep progressing in their attacks. If the defender had stalled it slightly longer they would have stood up and we would not have this video. Judo groundwork is not BJJ/Kosen Judo

Referees in both matches were quite right not to call matte. Action was continuous. So, it is stupid and not fair to call matte. In Judo, we have 1 ippon in tachi waza which is throwing (nage waza), but we have 3 ippons in (ne waza) ground work : Osaikomi waza "pinning" Shime waza "choking" Kansetsu waza "joint lock"

I don't know anything about Judo, but one thing always puzzles me, Judokai don't go on the offensive when in the bottom. Are they not allowed?

If you grab the leg while opponent is standing = shido If you grab the leg while opponent is kneeling but they stand up while you keep holding the leg = shido So this kinda takes away most wrestling moves that can be used from turtle. You can pull guard off your turtle but if the opponent times this they can transfer into a pass. Also you might not get enough time to get anything going from that guard or the opponent will disengage and the ref will stand you up. So pullling guard is unless you immediately go into an attack a waste of energy. So as a result the best options for the person on bottom is to defend and stall or try to counter if the attack on the turtle is sloppy.

if you’re working off bottom then you’re working from the guard. in judo, the guard is generally seen as a defensive measure against the person on top who is usually seen as the attacker. the person who initiates the action that brought the game to the ground is seen as the attacker. if you’re on the bottom and the attacker, you either failed a sacrificial throw attempt or you actively pulled them on top of you into your guard when they were in turtle, usually to execute some form of yoko gaeshi. this is allowed because there is an active initiative going on in ground work. to put on an offensive as the person being attacked using guard, you are seen as someone taking preventive measures upon the attacker, not an actual offensive action, so generally the referee will call a reset because if you do manage to stop the attacker’s initiative it is seen that groundwork has come to a point of stalling. so even if you did try to attack from bottom it would be a fruitless effort. it letting yourself be comfortable on bottom position also allows you to easily slip up and get pinned, which is a way to end the match in judo. especially if you know your opponent is a ne waza specialist, you wouldn’t take the chance. you must also realise that judoka cannot be okay with conceding being thrown to capitalise on the space it creates between thrower and throwee once the fight hits the ground. being thrown onto your back good enough is a game ender. in bjj you can concede the throw and use the space to set up frames and guards but in judo you have to make sure you don’t get thrown onto your back by these people who are professionally trained to do it well, which creates the chance for the thrower to close the space between themself and the throwee as the throwee is focused on landing on their front. by the time the thrower is facing the thrower while on bottom, they are probably being flattened in a pin with barely any space to breathe let alone space to use guard offensively.
