You are right; this belt was worn over the left shoulder and belonged to Italian Carabinieri, a kind of Italian Gendarmery depending on the Italian Army, Esercito Italiano, from which the acronym EI stamped on the pistol, which has different duties: Military Police and Civil Police in case of serious unrest, Rural Police in Italy, Security at the Italian Embasses in the world and special tasks like antiti terrorism. Every Carabiniere was supplied until about 1970 with a Beretta 1934 9x17 mm pistol and a Carcano rifle Mod 1891/38 with an integrated folding bayonet called"Cavalry Model". During normal duties only the pistol was worn with a simple holster hooked to the trousers belt. During military service also the quoted rifle was carried on the right shoulder. In this case the special combination holster shown was used over the left shoulder with pouces for the rifle loaders and a ring to which the pistol holster was hooked. That is what is shown in the picture.

The 4UT is a German acceptance proof which means your pistols was made during the German occupation of the factory and issued to the German Army.

Canada has made certain guns illegal and they are collecting them and destroying them. Ones that are being exported are sometimes referred to as rescues

Probably just imports them from Canada, there are companies that specialize in bringing guns into the country on an individual or small number basis. I don't know how much longer he'll be able to though, the Canadian government recently banned the sale or transfer of handguns.
