Hmmm... would the Papacy cardinal election work with Bree? The only grip will for that to happen is Bilob, he became a resident in Imladis and dosen't play much of a role other than writing his book. The only factions that would vote (with this mechanic function) are Bree, Rivendell and the Northern Dunedain.

A fine Jol present for 5th day after the shortest day. Watching this took me back to the months I spent in the Shire & Bree in LOTR online a decade ago. Always got lost in that Old Forest (plus too many spiders in there when exploring alone) but getting past Old Man Willow to Tom Bombadil's made it worth while.

Well, according to canon the Shire was granted to them by the king in Fornost. If Arnor is called to arms, they are a part of the kingdom and should provide troops to the muster. If Man didn't make note of them... Let us say that defeats are recorded differently than victories?

Why Dunland hold royal Tharbad at turn One ?

I believe that changing the name for Bree's generals to councillor/councilman or merchant, and naming the heir to the "speaker" or some such thing, would add to the faction's atmosphere positively. (However I have almost no clue if this is possible)

Arachir why are the four hobbits not generals in the game? All the rest of the fellowship are, and it seems odd that sam, frodo, merry and pippin aren't.

I'd imagine Bree being much bigger due to increase in trade in the Arnorian times. It's only logical, it lays right on an important crossroads, in one of the largest and most powerful kingdoms. Bree i imagine is in Arthedain btw, not Cardolan, if we see the Great East Road (or the wall south of it) as the border, it would make more sense. The Witch-King i think wouldn't care all that much about Bree-land and the Shire, since they have no power to resist them, and they aren't Dúnedain, which he made his mission to defeat. I feel like after the fall of Arthedain, Bree would've become much smaller, i also doubt that the hedge really is there to hold off human attackers, seems more as a barrier aimed towards the Barrow-downs. Humans can literally go around onto the hill and assault from there. Also, isn't Eryn Vorn a bit further west compared to Bree?
