Low Power-Draw Mini Server - under 30W on Idle? Impossible?

I give you the perfect blend of two cheap systems to net a low power draw home server.
I'll call it a "FMS" / "Frankenstein Mini Server".
What's the end-goal here?
An ultralow power-drawing home server that has:
1) Multiple OSes on board for a quick virtual testing ground (Proxmox, TrueNAS, Linux, Windows etc.).
2) M.2 NVMe SSD Boot Drive
3) Fast RAID 5 / RAIDZ storage pool (SSD Pool - aiming for RAIDZ-2).
4) A large capacity scratch disk (HDD - sometimes you just need a network location to place data)
5) Fast Ethernet connection (10GbE - failing that - 2.5GbE backup plan).
6) Uses less than 30W on idle (so it can run 24/7 and not break the bank).

The base system started life as a HP EliteDesk 800 G3 Mini but it will perform fusion with a SmartStor NS4300N NAS to create a FMS!
By combining an old redundant NAS we gain storage space for HDDs or SSDs.
There is a mystery item that I will only reveal once the build is done (I can't reveal all the tricks before it is done!).
I wanted newer hardware for this project - like the HP ProDesk 800 G6 or Lenovo M920Q Tiny, but they still cost a fair amount.
The question is, how much power does each hardware upgrade consume and how far can this little Mini PC be pushed? Can this system really net less than 30W idle power draw with all these features?
Possible? You’ll have to wait and see (no…, well maybe!).

It's been fun testing what the Mini PC can handle, but I need to get old video projects rounded off first lol. To make things worse, I have already acquired the next Mini PC project too!

Somewhere in the chaos of what is I do expect something less 'janky' to be created. I wish I had a 3D printer right about now. I have a vision of the final form of this project, but it's yet to fully materialize. I do plan to "let the sparks fly" in the final video in this series - it should make for a good watch.

I have an HP EliteDesk 800 G5 SFF with a i7 9700 + 40gb ram + 10 sata to PCIE x1 adapter with 10 Sandisk 960GB enterprise SSD + 10gbe nic and it uses about 30w idle. I have Proxmox with Truenas Scale Jellyfin and SMB, AdGuard Home, CasaOS and Windows10 VM's.

Nice - the joys of newer hardware being even more power efficient. You are doing well with your power draw being ~30W on idle with the i7-9700T in the SFF system and a 250W PSU. My EliteDesk 800 G3 Mini is the 35W model - so really low on power draw out of the box. The SFF versions will give you more flexibility (being able to power a 10GbE NIC is nice!), but I would expect it to use much more power under normal-to-heavy use than this 800 G3 Mini PC. My goal is to keep the system under 30W on idle but it may not go much higher than that when in use given the system's tendency to be really low on power draw (the joys of the system being limited to 35W). However, if the newer SFF systems can delivered the same idle power draw it may make them better value! The same idle power cost but way more grunt when you connect to them. Extrapolating from the datatable, my build should net ~27.5W - 31W on idle (12W-16W for the base system: Intel 7500T + 32GB RAM + 2.5GbE NIC, 8W for 16TB Exos X18 connected with USB and powered via 2Amp DC power plug (it used 3.5W when plugged in but not connected to anything), ~4W for 4x 1TB SSDs powered via USB). I'll have the final power draw data once I get the final video done. I also want to have it future proof so that I can get 4x HDDs as well as 4x SSDs connected.

Currently it's a mess inside with all those ssd's but when you close it you can't see it and if you can't see it it's not there :D These Intel cpu's are very efficient at idle and using powertop in proxmox to adjust idle usage helps a bit.
