Actually it's not hard to get to. Just take exit 62 from I-80 and head north. It eventually turns into a gravel road, but it's a nice gravel road. I took frontage road, which eventually turns into Lakeside road. The road did go by what looked like a military facility of some sort. If you re coming back during the late afternoon, watch out for the antelope out there, almost hit a few of them on the way back.

Yes, there is a gravel road that goes along side the railroad due east through the lake, across Promontory Point, and then across Bear River Bay. But I have no idea if you're allowed to drive across the lake along the rails or not. I'd bet that you're not allowed to drive on it.
