The reason we see them together is because that's how those characters are written. They're obviously going to get together eventually. The writers are just laying the groundwork. It wouldn't make any sense if they just jumped into bed together without any context. Nothing happens on a TV show without the writers' consent. They know what they're doing. How else do you think they're going to pull in viewers. So many cop shows and shows in general that I stopped watching because there didn't seem to be a relationship between the characters.

Also have you noticed that Chen is the only one with her original TO left that must mean they are meant for each other ! He litteraly even turned down a promotion to finish her training!
