That was not an arsonist, they were igniting it at a demonstration/training site. They can not easily recreate accidents or scenarios, so they have to use a torch to light the scenario fire. They were not being an arsonist, they were simply recreating a potential scenario so that the people that may buy the product can see how it functions. In fact, the person who lit the demonstration, was a firefighter.
This is for use, mainly in refinery's, where there are large tanks of hydrocarbons and what not. Notice, how it is not just a sprayer but a foam generation device? Also, robotic allows it to get close enough to spray, as the fires in refinery's can get extremely hot.
