It's not terribly un-PC. He's not attacking minorities and rape-victims after all, because he's actually a good comedian and not a mediocre hack. What he is doing is demonstrating how you can tell semi-offensive jokes but not actually target a particular section of society. Everybody knows kids can be a real pain-in-the-ass, but he's not advocating actually harming them, he's just suggesting that to go from full blown domestic violence type punishment to not even a little painless tap on the bum to get the message through is kind of absurd. You don't have to smack them hard, but just a tap on the bum is not going to cause ongoing trauma is a child's life. It's ridiculous.

To be fair, observational comedy is exactly that. It could well be accidental ;-)
