I've had a thought. It's established that merfolk have hypnotic singing voices, right? Yet we're not singing to get let out. What if singing is reserved for royalty except when used as a weapon in war? No music except for when you're trying to drown someone. And we get to learn how to sing for fun with pirates! (After some reservations of course)
