Additionally I appreciated how you highlighted real world problems ex if we proceed with internal vendors after issuing an Rfp, the external party would cease to take it seriously. I do have a question on this aspect, is it possible to calculate a certain % of volume to be tendered out, strictly to ensure competitive pricing within the group. Conversely if we do not choose to go with external how can we maintain efficiency within the group if we do not consistently open rfp for future bids. Not that I know of - I imagine this type of situation takes real world skill, experience and judgement - I doubt there's a % or rule to be applied - a manager would truly need to understand the situation... that said I don't have any practical experience on this - only what I read in books - perhaps folks who know better than me can weigh in...
