0:30 "ATACMS, ..., will not fundamentally change the outcome of the conflict".. on the screen it says "RUSSIA: ATACMS WILL HAVE NO IMPACT". Now to me these are two different things: "having NO impact" and "not fundamentally changing the outcome of the conflict". Not sure why WION thinks they are equivalent. What exactly did they say?
