As per the Civil War, I note that the Confederacy all but ignored Sea Power. The Battle of the Ironclads is case in point. No effort was made to capture the Yankee Ironclad. The Confederates managed to beach the Yankee Ship on a sand bar, but did not follow up. A couple of years later, the Confederacy mothballed their fleet. The Blockade needed to be broken and a fleet was the only way to do it if the South was to have any winning chances. Two Ironclads would have certainly tipped the balance.

Question for the professor: did the brutality and decisiveness of the of the US victory in the Philippines in 1903 have an appreciable effect on Japanese naval policy?
