No, even if everything is perfectly airtight the vacuum can not lift water to a higher place. To lift the water from a deep well you need a vacuum which is strong enough to do that. But already a weaker vacuum will stop the outflow of the container, granted you prevent air leaking in through the outlet! And without outflow the vacuum does not increase anymore. At the beginning water will flow out and a vacuum will form and increase. This makes the water climb up in the pipe going down in the well. But before it has climbed up all the way the vacuum is already strong enough to stop the outflow. Never mind how high you make the container: the height of the water in the container is always smaller than the height the water has to be lifted. This system can only work when the outlet is lower than the water level in the well. But in this case it is normal siphoning and a container is not needed, it can only serve to prime the system. All videos which show pumping up water from a lower to a higher level without an input of external energy are fakes.
