New subscriber, wishing you well in your pursuits. Persistent NPCs is a really interesting idea, imo. I'm still progressing through a independent project, & I'd also wanted to do something vaguely similar but thought of ways to "fake it" when it came to making NPC feel more nuanced for the player experience. Most people will assume developers faked things, so I tried to get creative with what all I could fake. Sorry for being intentionally vague, been spending years refining all the details. I'll just say, focus on crafting an experience for your players. The GDC talk on YT about Cursed Game Design problems is also something I recommend to anyone trying to create something new and different from the pre-existing formulas that are now quite prevalent.
