I'd assume that the predominant reason is that Plagueis wasn't expecting any danger. It was a rather clandestine meeting after all, his security detail was small too. Plagueis was also, probably, quite confident that he could have fended off any attack with his force abilities, which he very likely could have, had he not been afraid to reveal his 'true nature' (which may also have been another reason for him to have left his lightsaber on his ship).
So a Sith can deal with dozens of assassins badly wounded and without a lightsaber, yet we're expected to believe Jedi can't deal with a few stormtroopers or others in some scenes of the EU and new cannon. As one Jedi said, they are worth a hundred men with blasters. They just don't train to do so.
Yes, pathetic. If Lucas wanted Jedi and Sith to be weaker, he should have monitored what the EU was writing, Force Unleashed especially. You have Obi-wan in Revenge of the Sith novelization able to deflect fire from dozens of droids and make it to Grievous yet in another book a little after Revenge, he has trouble with a few stormtroopers. Give me a break.
Sith training was vastly more difficult than Jedi training. Plus, it was more streamlined and tailor made to the apprentice. The formalized training of the Jedi was no match. Apprentices were powerful enough to take on lesser Jedi masters, while Masters were nigh unbeatable in a straight fight.
