I worked at Harrisburg State hospital in the 90s on a forensic unit. These are the people on the units until they decided it wss inhumane. However all of them need a controlled environment because even group homes gave too much opportunity for them to commit heinous acts.

No one (i.e. government & main stream media) wants to admit the real problem that we are seeing with violent transients and it's this - This is a result of state hospitals/asylums being shut down. Don't get me wrong I wasn't for how those places were ran or how men could just commit their wives and daughters for being "hysterical" but instead of fixing policy and putting in regulations they just shut it all down. Now lunatics run free as transients. Los Angeles is an open air asylum. The new laws say authorities cannot take lunatics off the street and force them into treatment and asylums UNTIL they do something violent. I understand why cause it's against freedoms but the result is dangerous lunatics everywhere and that is not a solution either. The first step in figuring out how to fix this is for them to acknowledge that not having asylums is the problem. Shutting them down is a failed experiment. There will ALWAYS be violent lunatics in every generation and infrastructure our taxes pay for needs to figure out a solution for it. In the U.K. people are still sectioned and that's why you see less crazy lunatics just wandering around throwing fire etc.
I work with mentally ill substance abusers and I completely agree with you. I once had a client who was living in independent housing , meaning it was a regular apartment building. She was Schizophrenic, but she rarely took her meds. She frequently threatened the other tenants, and once when the super came to the door, she answered in the nude. It took me months to get her an intake interview for supervised housing but they couldn't accept her because she was not interested in it. True Story.
Too often violent people are labelled mentally ill. Some people are evil people not mentally ill. It's true that mentally ill people may commit violent acts when they are not on medication however, it is a known fact that most mentally ill people are not violent.! Mislabelling people as mentally ill unfortunately further pathologizes the mentally challenged community.
