I'm Japanese. "Kansei ja" definitely means "'it is complete." The keyword "ja" is mainly used by older men at the end of a sentence. The presence of "ja" does not change the meaning of the sentence or word. In many Asian countries, including Japan, there is a culture of paying attention to the details when speaking to older people. Adding the keyword "ja" gives authority to what the person is saying. It feels like it adds a little atmosphere.
