They definitely need to make it to when we can see the cover nullification at front and center having to look out for that and remember what character has what mechanics is a bit overwhelming

I gotta go with SSJ4 Goku. Especially if we get an LF Vegito. I think UG4 would be better to cap off the year of GT anyway instead of end of anniversary.

A broad reason is that we have gotten a new vegito for every single anniversary. And we got the ssj3 goku zenkai who is from majin buu saga.

It's just speculation off of what we already have/have recently received in game. There's a Vegito unit literally every anniversary. They always give Gogeta and Vegito the same treatment (a counterpart to revive Pikkon/Gogeta). Anniversary is also one of the times they like to implement new mechanics (possibly the in game fusion mechanic everyone wants).
