I think at 14:40 Hartley actually lightly tackled John Peard and then penalised him. Maybe Hartley was at marker so he should have played the ball instead.
At 21:10 Hartley gives a penalty to Parramatta when any decent referee would have let them continue play as Manly had huge gaps out wide. He was a conniving bastard.

I enjoyed the match.Parramatta played great for three quarters of the match.It's a shame Cronin couldn't kick more goals.Even though Parramatta built up a strong 11-2 lead,it still seemed not truly indicative the way Parramatta were playing.They had 3 tries to Manly's nil. A lead of 17-2 would have been a better indication.The last quarter of the match Parramatta fell away badly.Parramatta were a real chance of winning the comp that year.In fact during the mid to late 70s they had an extremely teasing period.They came so close to winning 76 and 77 premierships.Even 1979 they were a big chance.They got to the preliminary final that year.They were defeated by Canterbury.However the 80s finally paid dividends for Parramatta.They won 4 premierships.

An endless succession of penalties to Manly from Greg Hartley of course. During Manly’s semi finals run in 1978, Hartley was man of the match in every one of them lol. What a hopelessly biased referee he was. No wonder four clubs (Parra, Wests, Souths and Cronulla) all lodged official complaints about him.

1963 grand final openly discussed as fixed. Wests players were told they won't get the result against Stgeorge. But in 78 Cronulla, Wests and Parra all one by one dealt with on and off the field to get Manly over the line. Hartley under instructions changed the course of games and seasons. He should have been in Long Bay. Such a bent game back then.
@@absoluteb22 Agreed. Manly wouldn’t have even made the GF in ‘78 if not for Hartley. Four clubs lodged official complaints about him. Hardly a coincidence. Fortunately he got the tap on the shoulder after his one sided refereeing of the 1980 GF. Never refereed another GF after that. He then went on to the next phase of his career, as an extremely ordinary football caller.
