Maria Foscarinis of Columbia Law School and Founder of the National Homelessness Law Center joins attendees of the 2023 Oregon Housing Conference on Addiction and Homelessness with her talk, "Update on Martin v Boise," speaking about the Ninth Circuit Court's recent decisions on the case and the US Department of Justice's important opinion, which has reshaped public homelessness policy in West Coast states.

The Oregon Housing Conference 2023 was presented by the Mental Health Association of Portland in partnership with Street Roots and the Mental Health & Addiction Certification Board of Oregon.
The audience for the 2023 Oregon Housing Conference was national, knowledgeable, and keenly interested in the confluence of addiction and homelessness. We estimate the conference will be attended by 1000 persons - clinicians and healthcare directors, housing developers and administrators, policy-makers, direct care workers, people with lived experience, students, advocates and community leaders, and funders. The Conference provided over 500 partial scholarships for full time students and people with lived experience of mental illness and addiction, and deep discounts for public defenders.
