The physiology of whistles actually has a lot more in common with that of upper belts, which explains, in turn, why Mariah almost always transitions from chest voice to the whistle register and not from head voice to the whistle register. In fact, slightly swollen vocal chords help in reaching the whistle register, because the passage of air is more constricted, while swollen chords make head voice very difficult. So chances are that on days when her head voice is on point, her whistles might not be there as much, while on days when her whistles are on point, her head voice might be lacking. That's all.

I Can confirm that through some sources She was Actually Singing This live #slay but the reason it may seem she doesnt have enough power or IS very quiet is because She didnt want to break her voice because she had soo much singing left to do so that is why. so she Just didn't make it Loud.
