Mariano should read the Goa Panchayat Raj Rules of 1996 at section 17 which states the the proceedings of the minutes can be recorded in 4 languages, that is Hindi Marathi English and Konkani and it should be video recorded. There is a Notification to this amendment. It also states that a copy of the proceedings are to be sent by the Secretary and Sarpanch to the Director of Panchayats within 7 days for records which never happens as if you apply for the information under RTI from the DoP the Department PIO transfers the application under section 6 (3) of the RTI to the Panchayat Secretaries to provide information directly to the applicant. Mariano should create an awareness asking why the Panchayat Secretaries refuse to forward the minutes of the meetings to the Ordinary Gram Sabha, Special Gram Sabha and body meeting of the Panchayat to the office of the Director of Panchayats as per the Rules laid down in the Notification.
