Actually, it's possible that Mihawk has a large amount of funds if he turned in all the pirates who come after him for his title. I can imagine Mihawk pulling up to a random marine base with like a coffin boat full of pirates, being like " These insects attacked me and interrupted my nap, so I killed them. Some of them have bounties and I need some farming tools."
When I remembered Doflamingo actually used Stars for "bounty", I think the Stars used by The Cross Guild is actually a system already used by the Underworld.

I'd be really funny if Buggy was the one who suggested the idea of putting Bountijes on the Marines, and then Crocodile and Mihawk, seeing potential in the idea, developed it and turned it into a viable business strategy, (especially Crocodile, who has experience running criminal organizations).
They could be resold as labor slaves, or leased. Low level marines would definitely be in considerable danger.. The average outpost would probably be common targets..

I suspect this will also affect the recruitment in the Marines. People would be less likely to join if they find out that they'll gain a bounty and be possibly captured 0-0
Indeed, it is one thing to sign up and know that there is the possibility of facing pirates if one goes up in rank. It is quite another to know that pirates will be actively seeking to capture them.

I would really believe that Bounties on marines was Buggy's idea since Mihawk and Crocodile are not bothered by the marines since they are both strong while Buggy does harbor grudges to silly matters. The last time we saw Buggy was he was so mad with the marines from abolishing the warlord system. He probably got the ideas of bounties as revenge for ruining his life plan. 😆
I just thought of something, what if the cross guild offered protection services to kingdoms, make it lower than the heavenly tribute and i could see them going for it.
What I think they will do is expel marine presence and claim the territory they protected. Instead of berries they promise land for the bounty hunters. They would also be involved with the underworld dealings cross guild probably do on the side as tribute

I honestly think they should also make an example out of one of the marines to inspire pirates to take part. Partially Greenbull, I think if Mihawk and Crocodile went after him it'd wouldn't be too difficult to take him out. Mihawk is the strongest swordsman and Crocodile is a literal hard counter to his devil fruit ability so it'd be probably the most show in victory for them amongst all the admirals.
Mihawk is Yonko level. No admirals including Akainu can beat Mihawk, if they all can’t fight Shanks one on one and Mihawk is said to be stronger with the swords that’s too incredible

It was literally their job to deal with him if he went out of line as a Warlord, and they could revoke his title and arrest him for it. recruiting pirates to the cross guild even goes a step further cuz after a guy makes a big haul with a captain or a commodore or the like, turning all that over to the cross guild makes money for the cross guild both in terms of munitions, ships, raw materials and whatever items of value were on the ship so long as the ship was seized successfully and that opens up huge potential for growth for the cross guild
So in other terms, they could create a fleet and all pirates and bandits working in partnership with the Cross Guild to assert a direct threat to the WG. Like have a half of a stake in whatever amount of money people acquire so everytime they hand over a marine, they get money from the higher ups and if their earnings increases, the funds of the Cross Guild also increases.

That was kind of what happened with Duval. He kept getting targeted because he looked like that one poster of Sanji. And Kuro faked his death using a combination of hypnotism and dressing up someone else to look like him and take the fall.
It definitely helps unify the pirates as a faction. The only way the marines can hold power is because pirates are fighting the marines and each other. The less the pirates fight among themselves, the more power they can wrest from the marines.
Indeed, the fact that the pirates fight each other as well as the marines is their biggest exploitable weakness. It is the same for pirates who have no bounties and the Yonko themselves as well as those in-between. And at the same time, it feels as though divisions are appearing in the marines among different people with different interpretations of Justice.
May have the biggest organization with massive reach but once you start lowering how many people they got to cover that area it’ll crumble pretty quick, vice admirals would need to run everywhere to ensure peace is kept stretching them thin, Admirals may have to be moved across the grand line to cover the lack of vice admirals, Buster Calls may become literally impossible to pull off because there isn’t enough vice admirals to fill out the force. The 4 blues may need to have Rear Admirals to help keep the peace. Heck this makes the revolutionary Army’s job much easier just by swooping into areas in chaos bolstering the side that supports them since there aren’t enough marines around to keep that side down. Heck the Revolutionary Army could use this to turn in corrupt marines for more funds too, maybe go for the higher rank ones since their power is that great

@@naviro6672 Good to see other people with the same thought processes. For all the power that the admirals and higher ups have, they are limited in number compared to those beneath them. The admirals for example are restricted to three which means that they can only be in three places at any one time at the most and if occupied in those places then they cannot be somewhere else. There is a reason that the world government issued a draft after Marineford, there were not enough marines to contain the chaos that occurred after Whitebeard's death due to the casualties taken during the war. Between the recent humiliations they have suffered, the increased activity of the revolutionaries, Cross Guild putting a bounty on the heads of marines, and everything else, it promises to be problematic. It looks as though the world government is already being stretched thin, a few more strikes at the correct pressure points and things are likely to boil over.

I could see Luffy and Garp pulling something like a fake turn in. “Sir Crocodile someone has brought in Garp”, and once they realize it was Luffy and both him and his Grandfather are both there smiling itching for a fight.
That is probably the only situation where that would make sense, no other marines and pirates have a good enough working or otherwise relationship to do so. Plus seeing them team up for a fight would be a lot of fun and probably count as family bonding in Garp's eyes, Luffy's too
Funds for the cross guild may be higher than you think or at least their potential funds. I personally think that they’d have 5 billion but they could have someone like Daz Bones or Mihawk lead an expedition to get Captain John’s treasure to bolster their funds since now they have all the tools and power to acquire it
Remember the underground brokers are on to it, funding that is, so more money 💰 for Cross Guild. I am very sure they would like the idea for destroying the Navy finally

@@djshock5353 Indeed there are some marines who seem to enjoy using the power they gain for corrupt purposes. I imagine that Nami's village and the island with the former captain Morgan were not the only ones with marines who are corrupt overlords. This would offer them a way to get rid of them that doesn't involve turning over control of their homes to pirates but instead turn over marines to them in a sort of happy middle ground.

Personally I want to see some marine have the inverse of chopper’s gag bounty. Like just some seaman first class that inconvenienced Buggy in some way and he never let go of it so now his bounty is like 5 hundred mil or something
Also as a fact Matt, Buggy's bounties are much more effective than marine bounties. Because most common civilians can't do shit about pirates, and those that could, are probably already drafted in the marines (take that Akainu) and therefore can't actually cash in bounties as it's their job. Pirates on the other hand are encouraged to catch marines. This is such a power move.
Agreed, and if there are any citizens who are being ruled over by corrupt marines then this might encourage them to turn the tables on them and turn them in for the reward.

I think it would be interesting if there was a more altruistic motive behind this concept. Like Akainu and Aramaki and Doberman get bounties put on them, but Garp, Smoker, and Momonga don't because they're the kind of Marines that care about the people. Just like a way of weeding out the corruption.
So during the time skip the military draft got fujitora and ryokugyu so if they found them wouldn't there be some random people out there extremely powerful and could possibly go after an admiral?

@@ernestkhalimov9368 They are able to get them and from what little we know, it seems that they would have no problem giving them to marines if they think they can grow strong from it, or at least strong enough to offset losing the ability to swim. At any rate, the original point does raise an interesting question. Fujitora seemed to be able to rise to the rank of admiral over the course of two years, a rank that seems to usually take much longer. So, either he was fairly strong beforehand, or he learns faster than Luffy does. It is possible that there are others we don't know about who could prove to be a surprise for the admirals.
We know how Oda loves basing things on actual history, the Cross Guild is most likely a reference to Jean LaFitte. When Louisianna Governor William C.C. Claiborne placed a $500 bounty on Lafitte, Lafitte put a $5000 bounty on the governor. Nobody ever claimed either bounty, but it was really just about sending a message. Also, there are no shortage of mid- to high-ranking marines who care more about their own safety and security than anything, who will spend even more resources on that if they end up with bounties. More resources being used for personal security means fewer resources going toward patrolling the sea and hunting pirates.
Interesting. Also agreed, we have seen corrupt marines before who are little better than pirates themselves. These individuals would likely spend more time covering their own rear ends and assets rather than doing their jobs on average. This will expose more of them and of course the marines will be caught between a rock and a hard place. They cannot openly support corruption for fear of damaging their reputations, but they can't let the Cross Guild get their hands on them or they look incompetent which they will appear anyway if they are not doing their jobs. The navy's reputation and the lack of alternatives is a great deal of why they are supported and tolerated.
I could see it that the cross guild issues bounties for important names of course.. such as the admirals, vice admirals etc. but that they also have a set amount of money as a reward for the lower ranks. For example "for every seaman recruit you turn in you get 100.000 berries"
considering that the money is offered without restrictions, nobody is stopping really strong pirates to hunt down marines. Let's say Kaido is not dead, he could go for an admiral to fund the beast pirates once again
I think the initial bounties are going to be on lower ranking marines for now until Marine HQ suffers enough losses. Then maybe we’ll see bounties on stronger vice admirals and maybe even admirals. Definitely agree it’s largely for creating problems. Even if they can’t beat them, the idea of dozens of New World Pirates constantly swarming Aramaki or Fuji when they’re trying to do things like capture Weevil could create tons of problems for the marines. Imagine Aramaki on his way to Impel Down with Weevil, only for dozens of pirates to come blocking the way and attacking.
Some people might also start small and gradually work their way up as the money allows them to gain more resources to face those higher up on the ladder.
I like to imagine that all the greatest bounty hunters are just camped out at Lodestar, knowing that only the most notorious pirates are going to make it through there.
Aside from Garp being a seven star super rare. It be cool if sword used this as a method to sneak into the cross guild. I could see some marines bragging about their bounties too.
I forgot where I heard this but with all the current chaos going on with marine bounty’s and egg head the cross guild may try to sneak into impel down and recruit prisoners to the cross guild such as doflamingo who would also be able to help them with money
Hey tekking. Did you consider how the dynamic would work with the revolutionary army? I could see them bringing in various officers, or even better if the cross guild forms a direct connection to them it could result in a more stable financial situation. It could also create a defense against the marines if they tried to take down the guild to wipe out the nuisance.
I could see a couple of vice admirals being taken in by bounty Hunters from the New world. Would be Nice to finally see some decwntly strong bounty Hunters.
Maybe its a all a strategy to keep the marines on their toes. Pirates are constantly under threat of being attacked but the admirals get to relax and rest all the time inbetween major fights. This could be a way to get more pirates on the hunt for marines so they have way less time to rest, easier pickings
Here’s the thing, the cross guild isn’t just a bounty organization. It absorbed buggy’s mercenary company. That includes weapons to sell, ships, supplies, food, and alcohol. I’m certain a part of those bounties end up going back into the cross guild via food & drink celebrations for a successful mission, resupplying, etc. And I’m certain both Drug Peclo and the shipping magnate king are behind it funneling money. Peclo can provide mercenary/assassin aides to assist in the bounties, or better yet act as contract guards for civilians in the lawless lands that have nothing. And when running an operation THIS big you need someone capable of transporting it en mass and discretely. The only problem I could see is if say, Garp was brought in. What price could you conceive for *The Hero* Garp?
Here’s something I been curious about for years that might make a good speculative video idea. “How did the Straw Hats get back to Sabaody?” Referring to the beginning of the time skip when they all returned to Sabaody after being separated by Kuma. As in what routes did the take? Was Reverse Mountain involved? Sea Stone coated ship over the Calm Belt? It would have to be done in such a way where all nine of them don’t cross paths somehow… 🤔
A big problem this would cause to the marines is that they can't deploy any big names to civilian populated islands because it would be too risky. Since marines like to travel in fleets another problem is they're gonna get farmed like jobbers. It's way easier to get 5 big names than to get a garp or an akainu. But the whole plan hinges on how the cross guild will get a continuous cash flow.
In my mind, I imagine the stars on the bounties of the World Government according to Cross Guild would be like the star levels of Yu-Gi-Oh monsters with lower ranked ones being equivalent to a 1-star monster with those like Garp or Akainu being 10-stars.
1 average ship is around 100 mio Berry. Don Krieg alone had 50 ships and a giant flag ship. That means that his fleet was at least worth 5 billion Berrys. And he was just a pirate in the east blue. I also think with the whole Dress Rosa situation that the problem for King Riku was not the money per se but rather the time frame of one night to amass the amount. He didnt seems like a guy to hoard a lot of money. So for me 12-20 Billion Berrys coud be a reasonable sum that a guy of sir Crocodiles caliber coud get his hands on.
Yeah and I think like berries reassemble Japanese Yen than USD, so 5 billion Berrie is not that much and hard to obtain for Mafia the likes of Crocomom and Mihawk.
It will also become more and more difficult for the marines to replace the people who are captured since average civilians won’t want to deal with the growing risk of joining
I'd imagine that the bounties would, in general, be at least a tier lower. So the average bounty in the east blue is 3 million. So the average marine Lt would be worth something like 100k. So the average ship would be worth 300k when added together.
If the cross guild had a member like pudding and her ability, they could technically amass a decently strong brainwashed pirate army. It would also add a psychological effect seeing your former marines turned pirates.
Another way the cross guild could be making money is by receiving requests for bounties. Such as if a pirate or a corrupt marine wants to get rid of opposition but they don't want to be caught, they could request the cross guild to issue a bounty and the cross guild could make a profit on the deal if the bounty is fulfilled.

So i think what they could do with the Stars can be number coordinated as well as color coordinated. Like the more the stars, the higher the payout. But they could also make it to where depending on the color of the stars, more money can be applied. Example: RED=Low Count BLUE= higher than red YELLOW higher than blue. GREEN... Etc..

I bet Buggy's Star system was placed as a way to ensure they could always pay up. Stars show a general idea of a marines value but not a precise amount. So certain star amounts might be a general range with the exact amount being more variable based on how much the outpost in question is ready to deal out. Its not like folks in the East blue are gonna complain the guys in the North blue are getting paid more for a Marnie captain than they are
Mihawk could also have rank swords from people has defeated and they can sell or give those as a reward for a bounty or took all the money from the pirates he defeated
I definitely agree that the main focused marines would be low level officers, on the long run Cross Guild could stagger the development of the overall marine force
The really powerful marines seem to be few in number and so as the lower-level officers are captured, the higher ranked marines will need to try and make up for the gap. This will cause gaps to open where the pirates are able to operate more openly.

I think people seem to forget that for the average pirate/bounty hunter, especially in the 4 blues is a lot of money. Like if someone told me knock that random police officer out, bring them in and get 500‘000 dollars I’d probably do it. That’s more money than I would probably see in my entire life. That kinda what I imagine it’s like for a low tier pirate in the east blue for example, where the average pirate bounty was around 3 Million Berries I think. So even just like 10 Million for an Ensign would be a lot.
Barry's Bounty is a special stipulation due to his raw power. If captured or defeated the one responsible is made into a Celestial Dragon and given a full pardon from Im himself of all wrongdoings. So great is his might that even the elusive and powerful Im-Sama himself fears the very name Barry D. Brick and will pay any price to have him subdued.

I like to think that if a marine kills brings in another marine they'd have their bounties lowered/ taken down so that'd encourage infighting more for money and safety reasons
It's actually not that much, it's 7.5 millions dollars if we assume berries correspond to modern day yen (which seems like it is) even if we are going back centuries ago people still had it
I wouldn't be surprised if the Cross Guild didn't actually have all the money for those bounties immediately available and were instead being sponsored by other underworld organisations or individuals. The kind of people who run the criminal underworld are also the most likely to see the value behind financially supporting a Marine bounty hunting venture. It might not be immediate profit but it's an investment; the bounty hunting would undermine the Marine's ability to effectively police underground criminal activity, increasing the efficiency and security of their operations. It wouldn't be in their best interest to let the Cross Guild operation go under, and so long as they do support it they don't have to run the operation themselves and risk the direct wrath of the government AND Cross Guild is spearheaded by TWO FORMER WARLORDS AND AN EMPEROR. THERE IS LITERALLY NO SAFER INVESTMENT THEY COULD MAKE. Maybe it's something like their sponsors will each pay a certain percentage of a bounty and the Cross Guild will make up the rest? Edit: Finally got around to catching up on the manga and turns out I was right. It's explicitly stated by a marine that cross guild has the financial backing of the underworld organizations in chapter 1058
It is possible that the underworld is indeed a part of this. They wouldn't want to actively work against the marines publicly because it would put their investments and businesses at risk, but trouble for the marines means profits and success for them. If Cross Guild were to be defeated then they can fade back into the shadows, if it works then in the long term, they will be able to move about more openly. Indeed, it would be to their benefit to help them with this.
It's ironic you mention taking the government out with a printing press. Because if someone with access to knowledge the government wants hidden had one, and could just print whatever they wanted, and could disseminate it, that would be pretty destructive as well. But I guess the WG might not be above buster calling everyone.
Three thoughts: 1. I feel like the Cross Guild wouldn’t have started putting bounties on Marines if they couldn’t pay them out. 2. I’m pretty sure Crocodile, Mihawk and Buggy plus their organizations combined have probably more than 1 or 2 Billion. I think they have more like 10-20+ Billion. 3. I don’t think Admiral Bounties would be as high as the Yonko‘s. That would be ludicrous imo. Funfact Both luffy and law i think were 4 Star bounties in Dressrosa the only 5 star back then was Usopp.(Yea kinda great that his current bounty is 500 Million).

It's actually stated in the Dressrossa arc, that before Doflamingo took over, it was a relatively poorer nation. The people were not wealthy and so didn't provide much in tax revenue. The reason the country was still considered to be so prosperous is because it never got into wars and was able to make sure everyone in the country got what they needed to survive. To paraphrase a line from an old gentleman who lived during that time "we aren't rich, but we can live peacefully". It's reasonable to belive that a more aggressive and industrial nation (like Dressrossa during Doflamingo's rule, for example) would be able to scrounge 10 billion berries together quite confidently

Greenbull needs to be shown with a suit or a fancy kimono to get treated better than Weevil. Until then, Greenbull regrowed about 20 times on his way to Wano and in his fights. However since regrowing eats 1 year of his lifespan he will die sooner than Pedro at Zou Arc. That seems like the best way to handle him until he shows dignity, if he ever does show it.
Another way of looking at this is that the Cross Guild doesn't need to pay money for the admirals, they are a Yonko fleet and bringing in an admiral would be doing them a favor, which in turn means you are owed a favor from a YONKO. Not to mention that all the lawless islands and kingdoms might seek the Cross Guild with a deal like "we bring in these marines and you give us protection". Money is important but i'm guessing fame and respect go a long way too
Why not all three? With each marine of significance who gets taken in and given to the Cross Guild, their reputation will grow and that will incline more people to take them seriously, join them, and work with them. That is how I saw the Yonko themselves beginning, they started out small, gradually made names for themselves, of the originals all but Shanks who joined Roger joined Rocks a notorious pirate, and then when he lost, they continued improving on their names after that. It was a process that led them to gaining their titles.
