I didn't realize it till much later, but the main quest is designed to brush you across as many of the factions as possible, basically in an active effort to side-track the player. It's both clever and evil.

I have a tip you might not have thought of go to raven rock and get the ash guardian and don’t use heart stones it’ll attack
