Finally have a properly working emulator setup. Retroarch really is abysmal with it's handholding.

Additional cheats and settings used:
- CPU Racers always annoy you
- No tumble
- Render Distance set to 65535 units
- Choco Mountain Fence enabled
- Traffic removed from Toads Turnpike
- Penguins removed from Sherbet Land
- fix for the results screen Music Loop
- Disable AA
