I'm so glad you noticed this, Bollywood has an obsession with fair skin/white people (I blame the colonizers that once lived there) and I'd say like 98% of the times you will notice that the background dancers are white which I think is so unfair. There's so many talented people out there, especially in their own country, but they rarely give them a chance, it's quite disappointing
You know what you're right just to match the contract with the actors but the truth is girl are not really into acting speaking of majority but this is true i have noticed that it's happening and speaking of tollywood they are now preferring you know white like but this is what it is can't change that
You are definitely right! I'd like to add, I think another reason for this is that often these white female background dancers wear really short clothes and india wants to see their women remain traditional and pure.

I love more the Tollywood side of Indian cinema, but i begin to love them with films like that, also i don't know if you have seen it but if you not i recommend to see Baadshah, one of the first films of Sharukh and a very funny one, with and hilarious songs :)

People claim bollywood gets white background dancers because of their lightskin but that’s not necessarily true. It’s because theres A LOT of white europeans that come to india to dance in bollywood so you can get them cheap. Also, the white girls tend to be more comfortable wearing revealing clothing and doing more sexual choreo than the indian girls.
