1. Im pretty sure Wanda chaos magic auto-teleported her to Agatha/Westview after she got hit in the head/crushed by the debris. Agatha told her that she was gonna need her. Agatha might be on a journey to recover her powers via embarking onto the Witches' Road, as it is a realm that recovers witches. 2. I'm pretty sure Billy somehow lost his memories and will recover them by the end of the series. I think he might be the key to the resurrection of Wanda Maximoff.
From what I understand, Billy ends up remembering just enough to know he has a brother and that Agatha was the reason for their separation and what happened to them. He's on the witches road to find his brother.

She is basically imprisoned in her own mind, in a weird mind scape created by Wanda… it wouldn’t that much of a stretch if part of Wanda’s love for her son would have been weaved into the spell, and he took form again, like he did in WandaVision. He could be the key to unravel it too, hence why Agatha keeps him close.
They didn't hide Wiccan because the general Marvek audience has no idea who he is. Tasha is right about Marvel burnout. It looks like they waited on things because the "fans" were complaining too much.
